The city tile will be representative of a large city. This seems appropriate seeing that each base is representative of a brigade of troops.

I chose not to make the cities so the bases could fit in them. Instead aligning a base to a city means that the brigade is in the city and gets bonuses. A maximum of 4 bases can align with a city this way. Attackers can align with cities that are ‘full’ though… to attack! lol
